1. Traffic
Road traffic system: There are 9 national highways passing through the province, including National Highway 1, National Highway 53 including the extension of Phan Van Dang Road, National Highway 53B, National Highway 54, National Highway 57, National Highway 57B, National Highway 57C, National Highway 60 and National Highway 80 with the total length of 716.699 km, of which 629.644 km is managed by the Provincial People’s Committee; 1 expressway (My Thuan - Can Tho Expressway) with the length of 13.376 km; 29 provincial roads in operation and management with the length of 737.014 km. In addition, Hong Ngu (Dong Thap) - Tra Vinh Expressway (CT 36) has been adjusted for investment planning before 2030, and Ho Chi Minh City - Tien Giang - Ben Tre - Tra Vinh - Soc Trang Expressway (CT 33) has been planned but is expected to be invested after 2030.
Waterway traffic: The province has Tien River, Hau River, Co Chien River and Mang Thit River with 06 large river mouths f lowing into the South China Sea including Dai, Ba Lai, Ham Luong, Co Chien, Cung Hau, and Dinh An with the total length of inland waterways of about 2,117 km, allowing 10,000-ton ships and 2,400-ton barges to operate.
2. Seaports and inland waterway cargo ports
Seaports: According to Decision No. 1579/QD TTg dated September 22, 2021 of the Prime Minister on approving the master plan for the development of seaport system in Vietnam in the period 2021-2030, with a vision to 2050, the province is planned to have the following seaports: Ben Tre Seaport, Vinh Long Seaport and Tra Vinh Seaport, including:
+ Ben Tre Seaport includes the following wharf areas: Giao Long; Ham Luong; Thanh Phu; Binh Dai; other satellite wharfs; buoy wharves, anchorage and transshipment areas, and storm shelters being capable of receiving ships from 5,000 tons to 50,000 tons
+ Vinh Long Seaport includes the following wharf areas: Vinh Thai; Binh Minh on Hau River; Potential wharf in Binh Tan District; buoy wharves, anchorage and transshipment areas, and storm shelters being capable of receiving ships from - Thermal power source: 4 Duyen Hai Thermal Power Plant projects have been put into operation with the total capacity of 4,498 MW of Duyen Hai Power Center.- Renewable power sources (wind, solar and biomass power, etc.):
+ 2 solar power plant projects with the capacity of 214 MWp, total registered capital of VND 4,745 billion.
+ 13 wind power projects with the capacity of 572 MW, total registered capital of VND 41,960.493 billion + Tra Vinh Biomass Power Plant project of Tra Vinh Bioenergy Joint Stock Company with the capacity of 25MW, total registered investment capital of VND 1,066.3 billion. 5,000 tons to 20,000 tons.
+ Tra Vinh seaport includes the following wharf areas: Duyen Hai-Dinh An; Tra Cu-Kim Son port; buoy wharves, anchorage and transshipment areas, and storm shelters being capable of receiving ships from 20,000 tons to 50,000 tons.
+ Vinh Long Seaport includes the following wharf areas: Vinh Thai; Binh Minh on Hau River; Potential wharf in Binh Tan District; buoy wharves, anchorage and transshipment areas, and storm shelters being capable of receiving ships from 5,000 tons to 20,000 tons.
+ Tra Vinh seaport includes the following wharf areas: Duyen Hai-Dinh An; Tra Cu-Kim Son port; buoy wharves, anchorage and transshipment areas, and storm shelters being capable of receiving ships from 20,000 tons to 50,000 tons.

Inland waterway ports: There are 09 inland waterway ports located on Tien River, Ham Luong River and Co Chien River, including Quoc Huy Anh, Mekong (in the whole country), An Phuoc, My An, Hung Vuong Concrete Factory, Quang Vinh, Tuan Hien (Vinh Long), and Long Duc cargo port, C.P Port (being capable of receiving ships from 1,000 tons to 3,000 tons).
Besides, there are 15 renewable energy projects being implemented in the province with the total capacity of 1,227 MW. Moreover, Vinh Long Province has 5 fishing ports (Binh Dai, Ba Tri, Thanh Phu, Dinh An, and Lang Chim) serving more than 5,000 fishing boats, loading and unloading and consuming about 60,000 tons of seafood per year, contributing to the development of provincial marine economy.
3. Electricity and energy
In addition to the power source supplied by the national grid, the province also has thermal power and renewable power sources (wind, solar and biomass power, etc.) to help the province be proactive in plans to supply electricity for production and daily life, specifically:
Thermal power source: 4 Duyen Hai Thermal Power Plant projects have been put into operation with the total capacity of 4,498 MW of Duyen Hai Power Center.- Renewable power sources (wind, solar and biomass power, etc.):
+ 2 solar power plant projects with the capacity of 214 MWp, total registered capital of VND 4,745 billion.
+ 13 wind power projects with the capacity of 572 MW, total registered capital of VND 41,960.493 billion
+ Tra Vinh Biomass Power Plant project of Tra Vinh Bioenergy Joint Stock Company with the capacity of 25MW, total registered investment capital of VND 1,066.3 billion.
Tra Vinh Green Hydrogen Production Plant project with Hydrogen gas output of 24,000 tons/year, Ammonia of 182,500 tons/year; Oxygen gas of 195,000 tons/year, total registered investment capital of VND 7,856 billion (expected to come into operation in the first quarter of 2026).- Besides, there are 15 renewable energy projects being implemented in the province with the total capacity of 1,227 MW.

4. Water supply system
The whole province has 87 water supply plants, more than 177 water supply stations with the total capacity of about 421,400 m³/day and night, meeting the needs of daily life and production.
5. Wastewater treatment system
In the province, existing urban areas mainly use the common drainage system. Type II urban areas are focusing on investing in building a centralized wastewater collection and treatment system. (Tra Vinh City Wastewater Treatment Plant project is currently in operation with its capacity of 18,000 m³/day; the wastewater treatment project under the Urban Development and Climate Change Adaptation Enhancement Project of Vinh Long City, invested by Civil and Industrial Project Management Board, has had its feasibility study report appraised; DNP-Water Joint Stock Company is researching to prepare a Pre-feasibility Study Report for Ben Tre City Wastewater Collection and Treatment System project under the public private partnership method).
6. Communication System
Telecommunications infrastructure is widely available across both urban and rural areas of the province. The system is equipped with modern facilities and advanced technologies, effectively meeting the communication needs of all users.
7. Financial and Banking System
Vinh Long Province has 20 joint-stock commercial bank branches, 1 social policy bank, 1 development bank, 1 investment fund, and 4 grassroots people’s credit funds, along with more than 101 transaction points of bank branches. These institutions adequately and promptly meet the capital needs for production and business activities.
8. Education and training system
- 4 universities:
+ Mekong University
+ Tra Vinh University: Tra Vinh University stands out in the Top 200 green universities, providing 8.000 - 10.000 graduates each year.
+ Vinh Long University of Technology Education
+ 2 university branches (Branch of Vietnam National University, Branch of University of Economics Ho Chi Minh City).
- 05 colleges (Ben Tre College, Vinh Long College, Vinh Long Vocational College, Tra Vinh Medical College, Tra Vinh Vocational College).
- 01 Ben Tre College of Technology.
9. Health facility system
Health facility system: With the total of 7,714 people, of which 154 people are employed by the Department of Health and 7,560 people are employed by the units under the Department.
+ Public system: Includes 56 agencies and units, including 2 sub-departments under the Department of Health (Food Safety Sub department, Population Sub-department), 20 General and Specialized Hospitals and 26 Regional Health Centers; 124 Commune and Ward Health Stations.
+ Private system: Including 6 General and Specialized Hospitals; 1 Tra Vinh University Hospital under Tra Vinh University; 29 Private General Clinics.

10. Culture – Sports and Physical Training
The province currently has 1 cultural center, 1 sports and physical training center, and 1 provincial library; 8 district-level cultural centers/houses, 8 art units, 1 cinema unit, and 8 libraries. Several key cultural projects have been completed, including the Memorial House of former Chairman of the Council of Ministers Pham Hung, the Cai Ngang Revolutionary Base Area, the Provincial Museum, monuments commemorating the Mậu Thân Offensive Victory, the Nam Ky Uprising, and other cultural works.
